First, the question everyone asks: does OSHA require certification?
答案是:美国 OSHA 没有针对洗地机、扫地机操作员的专门培训或发证标准。清洁设备不属于“机动工业车辆”(powered industrial truck)家族,因此 29 CFR 1910.178 那套叉车培训与发证要求并不适用。但这绝不等于没有义务。雇主仍然受一般责任条款 Section 5(a)(1) 约束——必须提供无已知危害的工作场所;此外与清洁作业直接相关的还有 29 CFR 1910 Subpart D(行走与工作面)、1910.141(卫生)、1910.147(危险能量控制,即维修保养时的上锁挂牌)。市面上的“OSHA 合规”洗地机/扫地机课程满足的是课堂培训部分,实操能力仍需雇主用检查表现场评估,而且只有雇主本人才能认定某位员工“已具备资格”。
The short answer is that OSHA has no dedicated training or certification standard for floor scrubber and sweeper operators. Cleaning machines are not part of the powered industrial truck family, so the forklift training and certification requirements of 29 CFR 1910.178 do not apply. That does not mean there is no duty. Employers remain bound by the General Duty Clause, Section 5(a)(1), to provide a workplace free of recognised hazards, and cleaning work also touches 29 CFR 1910 Subpart D (walking-working surfaces), 1910.141 (sanitation) and 1910.147 (control of hazardous energy, meaning lockout/tagout during maintenance). Commercially available OSHA-aligned sweeper and scrubber courses satisfy the classroom element; practical competence still has to be evaluated on the machine by the employer using a proficiency checklist, and only an employer can designate an employee as certified.

在没有专门培训标准的同时,OSHA 对设备本身有明确的认证要求。在非分级(非危险)场所:电池式清洁设备的充电器必须经国家认可测试实验室(NRTL)认证,无论是内置还是随机单独配套;使用液化石油气(LPG)的机型,其储存与使用须遵守 1910.110 的规定。在分级的危险场所(存在可燃粉尘、蒸气或气体):除上述充电器要求外,电池式机型的电动机还必须取得对应分级的 NRTL 认证。这一点在采购环节最容易被忽略——设备本身可能没问题,但配套充电器没有认证同样构成不符合项。
While training is not prescribed, OSHA is explicit about the equipment itself. In non-classified (non-hazardous) environments, battery chargers for battery-operated industrial cleaning equipment must be certified by a Nationally Recognized Testing Laboratory, whether built in or supplied separately, and operators of liquefied petroleum gas models must follow 1910.110 for LPG storage and handling. In classified or potentially hazardous environments, in addition to the charger requirement, the motors of battery-operated machines must be NRTL certified for the applicable classification. This is the point most often missed at purchase: the machine may be fine while the bundled charger carries no listing, which is still a finding.

欧盟的路径是产品安全标准 + 雇主风险评估。EN/IEC 60335-2-72 是商用地面处理机(含驾驶式与手推式,覆盖扫地、洗地、干湿吸、抛光、打蜡与地毯清洗)的专用安全标准,适用于酒店、学校、医院、工厂、商超与办公场所等非家用场景,覆盖内燃机、单相 250V/其他 480V 以内的市电机型与电池机型;该标准的附录 ZZ 关联机械指令 2006/42/EC 的基本要求,是 CE 符合性的常用路径。要特别注意它的排除范围:坡度超过 20% 的机型、带动力输出(PTO)的机型、用于腐蚀性或爆炸性环境的机型、以及用于收集危险粉尘、可燃物质或灼热颗粒的机型都不在该标准覆盖内——工厂粉尘场景要另找对应标准。中国目前未将商用洗地机、扫地机纳入特种设备目录,不存在强制的“特种设备操作证”,但《安全生产法》要求生产经营单位对从业人员进行岗前安全生产教育和培训并如实记录建档,这才是国内检查的落点。
Europe combines a product safety standard with employer risk assessment. EN/IEC 60335-2-72 is the particular safety standard for commercial floor treatment machines with or without traction drive, covering ride-on and walk-behind machines used for sweeping, scrubbing, wet or dry pick-up, polishing, applying wax and sealants, and shampooing floors, in hotels, schools, hospitals, factories, shops, supermarkets and offices. It covers internal combustion engines, mains-powered motors up to 250 V single phase and 480 V otherwise, and battery machines with optional built-in chargers, and its Annex ZZ links to the essential requirements of Machinery Directive 2006/42/EC as a route to CE conformity. Note the exclusions: machines designed for gradients above 20%, machines with a power take-off, machines intended for corrosive or explosive environments, and machines for picking up hazardous dusts, inflammable substances or glowing particles all fall outside this standard, so industrial dust applications must be specified against different standards. In China, commercial scrubbers and sweepers are not listed as special equipment, so no mandatory operator licence exists; however the Work Safety Law requires employers to provide and document pre-job safety training, and documentation is what inspectors examine.

1) 操作面板与各控制开关是否正常;2) 刷盘或百洁垫的磨损状态与下压力设置;3) 吸水胶条是否有豁口、变形,高度与角度是否正确;4) 尘箱(扫地机)与污水回收箱是否已清空;5) 电池电量是否足以完成本班次作业;6) 制动是否可靠,包括坡道驻车;7) 喇叭、警示灯、倒车提示音是否有效;8) 机身与管路有无渗漏(清水、污水、液压油);9) 驾驶式机型的安全带与座椅开关是否正常;10) 作业区域是否已放置湿地警示牌。前三项直接决定清洁效果——大量“洗完还有水痕、吸不干”的投诉,根源就在胶条与下压力,而不是机器坏了。
1) Controls and switches respond normally. 2) Brush or pad wear and down-pressure setting. 3) Squeegee blades free of nicks and distortion, with correct height and angle. 4) Hopper (sweepers) and recovery tank emptied. 5) Battery charge sufficient for the full shift. 6) Brakes reliable, including parking on a ramp. 7) Horn, warning beacon and reversing alarm functional. 8) No leaks of solution, recovery water or hydraulic oil. 9) On ride-on machines, seat belt and seat switch working. 10) Wet floor signage staged for the work area. The first three items decide cleaning quality: most complaints about streaks and water left behind trace back to squeegee condition and down-pressure rather than to a broken machine.

操作员侧的重点是速度、防护与约束:转弯与坡道必须降速,驾驶式机型上机即系安全带,按化学品要求佩戴手套与护目镜等个人防护装备。行人侧的重点常被低估:在商场、医院、车站这类混合人流场景,机器视线盲区与噪声掩蔽都会提高碰撞风险,必须保持合理车速、主动观察行人动线、正确使用警示灯与喇叭,绝不把未干的湿地无人看管地留在通道上。还有一条老规矩值得反复强调:先扫后洗。地面浮尘与碎屑不先清走,会加速百洁垫与胶条磨损,也让洗地水迅速变脏,反而降低清洁效果。
On the operator side, the priorities are speed, protection and restraint: slow down for corners and slopes, fasten the seat belt on ride-on machines, and wear gloves and eye protection as the chemical requires. Pedestrian safety is routinely underestimated. In malls, hospitals and transit stations the machine has blind spots and its own noise masks approach, so maintain a reasonable speed, actively watch pedestrian flow, use warning lights and the horn properly, and never leave a wet floor unattended in a walkway. One old rule deserves repeating: sweep before you scrub. Loose grit left on the floor accelerates pad and squeegee wear and quickly fouls the solution, which lowers cleaning quality rather than saving time.

Post-shift checks: six items that decide machine life
1) 拆下刷盘/百洁垫清洗并检查磨损,两侧磨损不均说明下压力或轮距需要调整;2) 清洗吸水胶条并检查刃口,胶条可四边轮换使用以延长寿命;3) 清空并擦净尘箱与清水箱;4) 彻底清洗污水回收箱、过滤网与吸水管路,这是异味与吸力下降的第一来源;5) 按规范充电,注意锂电与铅酸的充电习惯不同;6) 记录本班次异常(异响、报警代码、跑偏、漏水)并交接。设备寿命的差距,绝大多数不是品牌差距,而是这六步做没做。
1) Remove, wash and inspect brushes or pads; uneven wear across the deck indicates down-pressure or wheel alignment needs adjusting. 2) Wash the squeegee and inspect the blade edge; blades can be rotated through all four edges to extend life. 3) Empty and wipe out the hopper and solution tank. 4) Thoroughly clean the recovery tank, filter and vacuum hose, the first source of odour and lost suction. 5) Charge according to the manual, remembering that lithium and lead-acid packs have different charging habits. 6) Record any abnormality from the shift (unusual noise, fault codes, pulling to one side, leaks) and hand it over. Most of the gap in service life between fleets is not brand quality, it is whether these six steps happen.

可行的做法是三段式:① 课堂/线上部分讲设备结构、日常操作规程与常见危害,市面成熟课程通常 75 分钟到 2 小时,设 80% 通过线;② 实操部分由主管按检查表现场评估,覆盖上下机、转弯、坡道、狭窄通道、加水排水与充电全流程;③ 记录与复训,行业常见做法是培训证明有效期 24 个月,德国等市场要求年度复训(通常不少于 4 小时),食品厂、医院等特殊环境另加专项培训。要牢记的一点是:无论课程由谁提供,正式“认定员工具备资格”的只能是雇主本人,培训记录、评估表与复训台账要能随时调阅。
A workable structure has three parts. First, classroom or online instruction covering machine anatomy, standard operating procedure and common hazards; established courses typically run 75 minutes to two hours with an 80% pass mark. Second, a practical evaluation by a supervisor against a checklist, covering mounting and dismounting, cornering, ramps, tight aisles, filling and draining, and charging. Third, records and refresher training; a 24-month validity for training certificates is common industry practice, markets such as Germany expect annual refresher training of typically no less than four hours, and food plants and hospitals add environment-specific modules. Whoever delivers the course, only the employer can formally designate an employee as qualified, so training records, evaluation sheets and refresher logs must be retrievable on demand.

如果作业区域通道狭窄、人流复杂、操作员流动率高,手推式机型(如 DX2061)学习成本更低、碰撞风险更小;如果单班清洁面积大、以夜间空场作业为主,驾驶式机型(如 YLBA024、大型的 YLBA315)效率优势明显,但对培训与行人管理的要求更高。室外硬化地面、停车场、厂区道路则应先用扫地机(如艾博仑 T810)清走碎屑再洗,减少洗地机的无效磨损。选型时把“谁来开、开多久、周围有没有人”一起算进去,比只看清洁效率参数更接近真实的总拥有成本。
Where aisles are narrow, pedestrian traffic is heavy and operator turnover is high, walk-behind machines such as the DX2061 have a lower learning curve and less collision risk. Where a single shift has to cover large areas, usually at night in empty space, ride-on machines such as the YLBA024 or the larger YLBA315 offer a clear productivity advantage but demand more from training and pedestrian management. On outdoor hard standing, car parks and plant roads, sweep debris first with a machine such as the Aibolen T810 before scrubbing, to avoid wasteful wear on the scrubber. Factoring in who operates the machine, for how long and with whom around gets you far closer to real total cost of ownership than comparing productivity figures alone.
