On 7 February 2008 a series of explosions destroyed much of the Imperial Sugar refinery in Port Wentworth, Georgia, killing 14 people and injuring 38. The first blast occurred in a basement conveyor area beneath three large storage silos; the shock wave swept across the plant, lifting sugar dust that had been allowed to accumulate on equipment and structures and triggering wave after wave of secondary explosions. The US Chemical Safety Board investigation described the event as entirely preventable and traced it to poor maintenance, poor equipment design and failed housekeeping. More than fifteen years later it remains the clearest answer to the question of why food plants have to manage dust.

Data from OSHA's Combustible Dust National Emphasis Program shows that food dust accounted for 23% of combustible dust incidents, one percentage point behind wood dust, and that by industry the food products sector experienced the most incidents at 24% of the total, with wood second at 15%. The reason is structural: food plants handle grain, flour, sugar, starch, cocoa, spices and dairy powders simultaneously, and milling, drying and pneumatic conveying all reduce particle size and increase airborne loading. NFPA 70, the National Electrical Code, treats particles of 500 microns or smaller as presenting a fire and explosion risk.

NFPA 61, Standard for the Prevention of Fires and Dust Explosions in Agricultural and Food Processing Facilities, applies to plants handling grain, flour, sugar, dairy powder and similar agricultural materials, as well as starch manufacturing, meal handling and seed preparation systems. Its housekeeping requirements include: dust must be removed concurrently with operations; a documented housekeeping program must define cleaning method and frequency; compressed air may only be used when all machinery is shut down and ignition sources are controlled; portable electric vacuums must be listed for Class II, Division 1, Group G locations per NFPA 70; vacuum systems must be bonded and grounded with conductive or static-dissipative hose and couplings; dust collection systems must be built of non-combustible materials; if the dust collection system shuts down, the associated process equipment must shut down with it; and central vacuum systems require static-conductive tools, static-dissipative hose and an air separator with filtration and explosion protection.

The NFPA 61 Annex F checklist asks whether dust accumulations on building ledges, beams and roof structures are held below acceptable limits, referencing a threshold of one eighth of an inch (about 3.2 mm). That sounds impossibly thin, and it is meant to: combustible dust needs remarkably little accumulation to fuel a devastating secondary explosion once a primary event lofts it into the air. Dust Hazard Analyses consistently find the same elevated hiding places: roof trusses and steel beams, light fixtures and cable trays, the top surfaces of suspended ceilings and ductwork, and conveyor galleries and mezzanines. None of these are visible during a floor-level walkthrough, yet they are where the fuel for a building-wide event is stored.

Both NFPA 61 and NFPA 652 require a Dust Hazard Analysis, reviewed whenever production rates, materials or equipment change. Three assumptions repeatedly cause trouble: that a material is safe because it is natural, that moisture content makes it non-combustible, and that the absence of past incidents proves the absence of risk. In reality flour, sugar, starch, cocoa, spices and dairy powders are all combustible and explosible when airborne, and grinding, drying and pneumatic conveying increase the hazard. The standard places the burden of proof squarely on the owner: explosibility must be established through testing or reliable data. Indoor dust collectors, common in food plants for hygiene and space reasons, are permitted but only with a documented risk assessment, adequate venting or suppression, and sufficient separation from occupied areas.

Welding, grinding and torch cutting are among the most common ignition sources in dusty plants. NFPA 61 and OSHA's grain handling standard, 29 CFR 1910.272, both require a formal hot work permit system. Before work starts, dust must be cleaned within 35 feet, other combustibles in that radius removed or shielded, combustible floors and equipment below the work zone wetted down or covered with metal shields or fire-retardant blankets, and all floor and wall openings within 35 feet sealed; no dust-producing or vapour-producing equipment in the area may run during the work. A trained fire watch with portable extinguishers must remain on station throughout, then continuously for at least 30 minutes after work ends and periodically for another 30 minutes, roughly one hour in total. Fire watch duties continue through breaks and meals, and each permit expires at the end of the shift.

Translated into procurement language, six points matter. 1) Prefer stainless steel drums and wetted parts, which serve both food hygiene washdown and machine grounding. 2) Specify filtration fine enough (HEPA grade) that fine powder is not returned to the room through the exhaust. 3) Require conductive or static-dissipative hose and couplings plus a reliable grounding terminal on the machine. 4) In classified areas, the machine must carry the corresponding listing; where that is not available, a pneumatic (compressed-air driven) unit with no electric motor removes the electrical ignition source entirely. 5) For continuous heavy-dust stations, choose pulse reverse-jet self-cleaning filtration rather than stopping to shake filters. 6) Confirm spare parts availability for cartridges, hoses and tools, otherwise a compliant configuration degrades into make-do within a year. NFPA 61 requires employees to understand the combustible dust hazards present in their facility, with training covering housekeeping procedures, correct use of cleaning equipment, maintenance of critical safety devices and hot work protocols; technical personnel involved in engineering or project work should receive combustible dust training annually. Contractors must be trained on the site-specific dust hazards before starting work, which matters most for maintenance contractors performing hot work or entering confined spaces without daily familiarity. Note how enforcement actually works: OSHA does not cite NFPA 61 directly, it issues citations under the General Duty Clause, Section 5(a)(1), or under specific standards such as 29 CFR 1910.272, and uses NFPA 61 as evidence that the hazard is recognised by industry and that feasible abatement exists. Housekeeping logs, training records and safety-device maintenance records are therefore compliance assets in their own right.
