In a combustible-dust environment, the motor spark, static buildup and hot surfaces of an ordinary vacuum can all become ignition sources. Under the UK HSE's DSEAR (Dangerous Substances and Explosive Atmospheres Regulations), using a standard vacuum in a zoned area is itself a breach. A compliant explosion-proof industrial vacuum must be certified as a complete unit by a notified body — it is not made compliant by retrofitting a ground wire or antistatic hose afterward. Zoning is decided by a risk assessment (a legal requirement, not optional). Zone 20: an explosive dust cloud is present continuously or frequently. Zone 21: it may occur occasionally during normal operation. Zone 22: it is not likely in normal operation, but if it occurs it persists only briefly — for example areas where dust layers accumulate and could form a cloud when disturbed. Zone 22 is the most common dust zone and is found throughout facilities handling powders or generating dust.

For dust atmospheres (Group II D), ATEX defines three categories: Category 1D covers Zones 20/21/22 with the highest protection; Category 2D covers Zones 21/22; Category 3D covers Zone 22 only. The rule is you may use a higher category in a lower-hazard zone, but never the reverse — using Category 3D equipment in Zone 21 is both illegal and dangerous. EN 17348:2022 is the European harmonised standard specifically for industrial vacuum cleaners intended for use in potentially explosive atmospheres.
