Why an Ordinary Industrial Vacuum Fails on Abatement Sites
含铅涂料打磨产生的铅尘粒径通常在 1–10 微米,属于可吸入范围;石棉纤维更细。普通车间吸尘器的滤芯拦不住这一段,反而会把捕集到的粉尘再次雾化排回作业面,让原本局部的污染扩散到整栋建筑。美国 EPA 的 Renovation, Repair and Painting(RRP)规则(40 CFR Part 745 Subpart E)与 OSHA 建筑业铅标准(29 CFR 1926.62)、石棉标准(29 CFR 1926.1101)因此把「HEPA 吸尘器」写成了强制工程控制手段,而不是可选配置。对出口欧美市场的清洁设备制造商与承接旧楼改造的承包商来说,这一条直接决定了设备能不能用于该类项目。
Lead dust generated by sanding painted surfaces is typically 1–10 microns — squarely in the respirable range — and asbestos fibres are finer still. A standard shop vacuum cannot hold that fraction; worse, it re-aerosolises captured dust back into the work area, spreading what began as localised contamination through an entire building. That is why the U.S. EPA Renovation, Repair and Painting (RRP) Rule (40 CFR Part 745, Subpart E), OSHA's construction lead standard (29 CFR 1926.62) and the asbestos standard (29 CFR 1926.1101) treat HEPA vacuums as a mandatory engineering control rather than an optional accessory. For contractors and for manufacturers exporting to North America, this single clause determines whether a machine can legally be used on such projects.

What Triggers the Rule

EPA defines lead-based paint as any coating containing lead at or above 1.0 mg/cm² or 0.5% by weight (40 CFR Part 745). The RRP Rule applies to pre-1978 housing, child-occupied facilities and schools, and is triggered by disturbing more than 6 sq ft of interior painted surface per room or more than 20 sq ft of exterior surface. OSHA 1926.62 runs in parallel to protect workers, with a permissible exposure limit of 50 µg/m³ as an 8-hour TWA and an action level of 30 µg/m³. RRP compliance protects occupants; OSHA compliance protects workers — satisfying one does not satisfy the other. Where federal housing assistance is involved, HUD's Lead Safe Housing Rule (24 CFR Part 35) adds stricter clearance, requiring dust-wipe sampling by an independent certified risk assessor.

The Asbestos Side: HEPA Required Regardless of Exposure Level
OSHA 石棉标准把暴露限值定为 0.1 f/cc(8 小时 TWA)与 1.0 f/cc(30 分钟短时超限值),两者都属 PEL;由于分析方法在 0.1 f/cc 以下不可靠,该标准没有设行动水平。更关键的是 1926.1101(g)(1):无论测得的暴露水平高低,所有作业都必须使用配备 HEPA 过滤的吸尘器收集含 ACM/PACM 的碎屑与粉尘,并采用湿法或润湿剂控制暴露(除非能证明湿法不可行,例如会造成电气危险或设备失效)。1926.1101(g)(3) 则明确禁止四类做法:未配备切割点排风或 HEPA 排气罩的高速磨切锯;用压缩空气清除石棉(除非配合能捕集尘云的封闭通风系统);对含 ACM/PACM 的粉尘与碎屑进行干扫、干铲或其他干式清理;以及靠轮换工人来摊薄暴露。换句话说,扫帚和吹风枪在石棉现场是违法工具,只能上 HEPA 吸尘。
OSHA sets the asbestos limits at 0.1 f/cc as an 8-hour TWA and 1.0 f/cc averaged over 30 minutes as an excursion limit; both are PELs, and the standard has no action level because the analytical method is unreliable below 0.1 f/cc. Critically, 1926.1101(g)(1) requires HEPA-filtered vacuum cleaners to collect all ACM/PACM debris and dust in every covered operation regardless of measured exposure, together with wet methods unless the employer can demonstrate wet work is infeasible. Paragraph (g)(3) then prohibits four practices outright: high-speed abrasive disc saws without a point-of-cut ventilator or HEPA-filtered enclosure; compressed air for removing asbestos unless coupled to an enclosed ventilation system that captures the dust cloud; dry sweeping, shovelling or any dry clean-up of ACM/PACM dust; and employee rotation as an exposure-reduction tactic. In plain terms, brooms and blow guns are illegal tools on an asbestos job.

HEPA is defined as 99.97% capture of 0.3 micron particles. That size is used because it is the Most Penetrating Particle Size — larger and smaller particles are caught more efficiently through impaction, interception and diffusion. Europe's EN 1822 scheme grades filters further: H13 achieves 99.95% at MPPS, H14 achieves 99.995%, and H14 is common in asbestos abatement and cleanrooms. The RRP Rule requires HEPA filtration but does not mandate a specific H class, so H13 equipment meets the requirement; asbestos work and many client specifications call out H14. Ask the supplier for an EN 1822 or equivalent test report rather than trusting the word 'HEPA' printed on a spec sheet.

RRP 对吸尘器实际上设了两道关:第一道是滤芯效率必须达 HEPA;第二道是整机不得有旁通泄漏——进入机器的每一立方英尺空气都必须先穿过 HEPA 滤芯才能排出。现实中大量机型装着 HEPA 滤芯,却从未对整机做过泄漏测试:滤芯与壳体之间密封不良、桶体裂纹、清灰口未密封,都会让含铅或含石棉的空气绕过滤芯直接排到操作工面部高度。「装了 HEPA 滤芯」不等于「HEPA 吸尘器」。选型时应确认三点:滤芯压装面有整圈弹性密封而非平垫敷衍;桶盖与桶身有卡扣式压紧;排气口位置远离操作者呼吸带。工业级机型如 YLBC110、YLBC030 采用多级过滤与整桶密封结构,配 HEPA 滤芯后可用于粉尘敏感场景,但用于受监管的铅/石棉项目时,仍须向供应商索取整机测试文件。
RRP effectively sets two tests. The first is filter efficiency. The second is the integrity of the whole airflow path: every cubic foot of air entering the machine must pass through the HEPA filter before it is exhausted. Many units carry a HEPA filter yet have never been tested as a complete assembly — a poor filter-to-housing seal, a cracked tank or an unsealed clean-out port lets contaminated air bypass the media and discharge at the operator's breathing height. A HEPA filter does not make a HEPA vacuum. Check three things: a continuous elastomeric seal around the filter seat rather than a token gasket; positive latching between lid and tank; and an exhaust port directed away from the operator. Industrial units such as YLBC110 and YLBC030 use multi-stage filtration with fully sealed tanks and accept HEPA media for dust-sensitive work — but for regulated lead or asbestos projects, always request whole-unit documentation.

40 CFR 745.85 规定了清洁顺序:拆除隔离前,作业区所有表面必须先用 HEPA 吸尘器吸净,再用大量清水湿擦、湿拖。行业通行做法把它总结为「HEPA + 湿擦 + HEPA」三步,吸尘不能替代湿擦,湿擦也不能替代吸尘。隔离本身也有规格:6 mil(约 0.15 mm)聚乙烯膜、胶带固定,作业区内的 HVAC 系统必须关闭并覆盖;室外作业地面铺膜需自建筑物向各方向延伸至少 10 英尺(约 3 米)。清洁完成后 RRP 要求做「清洁验证」——用一次性擦拭布擦拭地面及其他表面,与 EPA 提供的验证卡比对判定是否达标;HUD 管辖项目则要求由独立持证人员做正式清场检验。相关记录(认证、项目信息、清洁验证结果)须至少保存 3 年(40 CFR 745.86)。
40 CFR 745.85 prescribes the sequence: before containment is removed, all surfaces in the work area must be HEPA-vacuumed, then wet-wiped and wet-mopped with plenty of rinse water. The industry shorthand is HEPA + wet wipe + HEPA; vacuuming does not replace wiping and wiping does not replace vacuuming. Containment has specifications too: 6 mil polyethylene sheeting secured with tape, HVAC serving the area shut down and covered, and for exterior work ground sheeting extending at least 10 feet from the structure in all directions. RRP then requires cleaning verification using disposable cloths compared against EPA's verification card, while HUD-regulated projects require formal clearance by an independent professional. Records of certification, project details and cleaning verification must be kept for at least 3 years (40 CFR 745.86).

RRP 禁止明火烧除、使用温度超过 1,100°F(约 593°C)的热风枪、以及对含铅涂料干磨干刮(仅在有限情形下例外)。对于打磨机、角磨机、电刨、针束除锈枪、喷砂等高速除漆机具,规则要求必须加装护罩或封闭系统并连接 HEPA 吸尘器在产尘点直接捕集,且运行时护罩外不得有可见粉尘或空气逸出。这意味着吸尘器要有足够真空度与电动工具联动插座、自动启停功能,软管口径需与工具护罩匹配。值得注意的是,EPA 在官方问答(Question Number 23002-19748)中澄清:用电钻在石膏板上钻孔并不属于被禁的高速除漆作业,因此不强制 HEPA 排风控制——法规限制的是「高速机具剥离涂层」这一类动作,而非所有电动工具。
The RRP Rule bans open-flame burning, heat guns operating above 1,100°F (about 593°C), and dry sanding or dry scraping of lead-based paint except in limited circumstances. For high-speed coating-removal machines — sanders, grinders, power planers, needle guns, abrasive blasting and sandblasting — the rule requires shrouds or containment systems fitted with a HEPA vacuum attachment that collects dust at the point of generation, operated so that no visible dust or air release occurs outside the shroud. Practically, the vacuum needs sufficient sealed suction, a power take-off socket with auto start/stop, and hose diameters matched to tool shrouds. Notably, EPA has clarified (Question Number 23002-19748) that drilling holes in sheetrock with a power drill is not a prohibited high-speed removal practice and does not require HEPA exhaust control — the restriction targets machines designed to strip coatings at high speed.
