Treating a storm grate as a drain is the most common and most expensive mistake in exterior cleaning. Municipal systems are usually two separate networks. The sanitary sewer goes to a wastewater treatment plant. The storm drain, or MS4, discharges to creeks, rivers and bays without any treatment in most cities. Both the US EPA and the City of Portland state plainly that storm drains are not treatment facilities. Pressure wash water carries surfactants, sodium hypochlorite, suspended solids, oil and grease residue, heavy metals stripped from coated surfaces, and biological material such as algae and mould spores. Once it reaches the storm system, it is an untreated pollutant discharge.

The first layer is federal. Clean Water Act Section 402 created the National Pollutant Discharge Elimination System, codified at 40 CFR Part 122, which prohibits discharging pollutants from a point source to waters of the United States without a permit, and storm drains count as a conduit to those waters. The second layer is state. California adds the Porter-Cologne Water Quality Control Act (Cal. Water Code Section 13000 et seq.) and local MS4 conditions on top of federal rules. Florida enforces NPDES through FDEP, Texas through TCEQ under TPDES, and Washington State Ecology explicitly requires wash water containing oil, paint residue or cleaning chemicals to be contained rather than discharged. The third layer is municipal. Portland City Code 17.39 prohibits pressure washing and graffiti removal wash water from entering the stormwater system, 17.32 prohibits directing water onto sidewalks, streets or rights of way without authorisation, and 17.34 requires approval before discharging to the sanitary sewer.

Compliance guidance places Clean Water Act penalties for unpermitted storm drain discharge in the range of 1,000 to 25,000 US dollars per day per violation, with municipal fines stacked on top. Fort Worth, for example, fines up to 2,000 US dollars per occurrence for operating without a mobile commercial cosmetic cleaning permit or breaching its discharge conditions, while the permit itself costs 25 dollars for the business plus 25 dollars per registered wash unit. The gap between the cost of compliance and the cost of a violation is two to three orders of magnitude, before counting stop-work orders and lost contracts.

什么水可以排、排到哪:一张决策路径

Decide where the water goes in four steps

判断顺序建议固定为四步。第一步看表面与药剂:只用清水冲洗、表面无油污涂层剥落、不含任何清洁剂或化学添加剂的水,才有可能适用最宽松的路径。第二步优先考虑收集后排入污水管(POTW),这是 EPA 与多数城市推荐的首选方案,但必须取得物业业主同意与市政批准。第三步,含危险物质或溶剂的废水必须交由有资质的工业废水处理设施或持证危废运输商处置。第四步,只有当收集并排入污水处理厂在技术上不可行时,才考虑受限的落地渗透。沃思堡市还给出了可操作的过滤门槛:排入污水管前建议先经 400 微米过滤器过滤,且不得含油脂、砂砾或其他可能堵塞管道的物质。

Step one, assess the surface and the chemistry: only clear-water rinsing of a surface with no oil and no coating breakdown, using no detergent or additive, can qualify for the least restrictive route. Step two, prefer collection and discharge to a publicly owned treatment works, the route EPA and most cities recommend, with written property owner consent and municipal approval. Step three, water containing hazardous substances or solvents must go to a permitted industrial wastewater facility or a licensed hauler. Step four, restricted land application is considered only when collection and POTW discharge is not technically feasible. Fort Worth also recommends filtering wash water through a 400 micron filter before sanitary sewer discharge, and requires it to be free of grease and grit.

Containment and recovery equipment

EPA lists vacuum pumps, booms and berms, portable containment areas, weighted storm drain covers, inflatable plumber's plugs, oil water separators, holding tanks, portable sump pumps, hoses and absorbents. In practice the sequence is: seal every storm grate within the work radius with weighted covers or berms, run booms downslope to channel water to a low point, then lift the water into a holding tank with a wet vacuum or submersible pump. Fort Worth further recommends a 20 mesh (840 micron or finer) screen over inlets, and requires wash water to pass through an oil absorbent boom or pad so no sheen is visible. A 70 L twin-motor wet and dry vacuum such as the Yongle YLBC020 is a common workhorse for the recovery stage.

Pre-cleaning decides how hard compliance will be

Half the compliance work happens before the trigger is pulled. EPA and municipal best practices agree: plan ahead and obtain permits, pre-clean by sweeping debris and lifting existing liquid contaminants with absorbents, minimise water volume, and choose the least toxic products. Fort Worth is specific: pre-clean accumulated oil or grease with absorbent clay, bag the oil-soaked clay and dispose of it in a dumpster. Better pre-cleaning means a lower pollutant load and more available disposal routes. Hot water helps here — the Yongle YLBD166 outdoor engine-driven hot water washer runs up to 100 C at 275 bar and 900 L/h, breaking down grease with temperature so less detergent ends up in the waste stream.

落地排放的严格条件与隔离距离

Land application setbacks are strict

把水排到透水地面(land application)不是「随便浇到草地上」。以康涅狄格州环保局综合通用许可草案第 4.11 节为例,高压清洗废水落地排放必须同时满足:收集并排入污水处理厂在技术上不可行或不切实际;废水不含清洁剂、洗涤剂、化学或生物添加剂,且按被清洗表面与材质合理判断不会含有此类物质;涂料化学或机械剥离(涂鸦清除除外)产生的废水禁止排放;船舶、船底或其他涂有防污漆表面的清洗禁止排放;全部废水必须落到透水地面且不得径流进入雨水口或地表水体,作业区附近所有雨水口必须封堵。该许可草案给出的最小水平隔离距离为:抽水量 50 加仑/分钟的公共或私人供水井 200 英尺,水道 50 英尺,公共供水水库 100 英尺,地界线 15 英尺,地下污水处理系统 10 英尺;若采用地下处置系统,与下游可饮用供水井的距离需 1,000 英尺(经书面批准的地下水监测方案下可放宽至 200 英尺)。

Land application is not simply hosing water onto grass. Connecticut DEEP's draft comprehensive general permit, Section 4.11, allows pressure washing discharge to ground only when collection and POTW discharge is not technically feasible, when the water contains no cleaners, detergents, chemical or biological additives, and it prohibits discharge from chemical or mechanical paint stripping (other than graffiti removal) and from washing anti-fouling painted hulls. All water must be applied to a pervious surface with no runoff to storm drains or surface water, and nearby storm drains must be obstructed. The draft sets minimum horizontal separation distances of 200 feet from a water supply well with a 50 gallon per minute withdrawal rate, 50 feet from a watercourse, 100 feet from a public water supply reservoir, 15 feet from a property line and 10 feet from a subsurface sewage disposal system, with 1,000 feet between a subsurface disposal system and a downgradient potable well (200 feet with an approved groundwater monitoring programme).

承包商与业主的合规文件与作业 SOP

A field SOP for contractors and facility owners

把规则落成可执行的清单:作业前确认本市是否要求移动清洗许可(如波特兰的 Mobile Washer Discharge Authorization、沃思堡的 Cosmetic Cleaning Permit);取得业主对排入其污水清扫口的书面同意;准备雨水口封堵件、围堰、吸油棉、储水罐与吸水设备;作业中安排干燥天气施工,禁止让冲洗水离开作业区;作业后记录废水去向(污水管清扫口、有污水接入的商业洗车场,或持证废水处置设施)并留存凭证。设备侧建议按压力与流量匹配作业规模:永乐 YLBD159 高压清洗车 275bar / 900L/h、自带水源与动力,适合无固定水电的移动作业;固定场地的多工位清洗则更适合中央式一泵多枪方案。合规不只是避罚,越来越多的欧美物业招标把「废水处置证明」列为投标必备附件。

Before the job, confirm whether your city requires a mobile washer authorisation, obtain written owner consent for sanitary sewer cleanout use, and stage drain covers, berms, absorbents, a holding tank and recovery equipment. During the job, schedule dry weather and never let wash water leave the work area. After the job, record where the water went — sanitary cleanout, a commercial car wash with sewer access, or a licensed disposal facility — and keep the receipt. Match equipment to the job: the Yongle YLBD159 trailer-style washer at 275 bar and 900 L/h carries its own power and water for sites without utilities, while multi-station fixed sites suit a central one-pump multi-gun system. Increasingly, European and North American facility tenders require proof of wastewater disposal as a mandatory bid attachment.
