The Numbers: Fire Is Now the Top Operational Risk at Sorting Plants
美国 EPA 2021 年的专题研究《An Analysis of Lithium-ion Battery Fires in Waste Management and Recycling》发现,发生锂电池火灾的 MRF 中有 78% 不得不呼叫消防救援,而填埋场这一比例仅为 40%;MRF 的人员受伤率与财产损失也是各类设施中最高的。
Ryan Fogelman of Fire Rover has tracked publicly reported waste and recycling facility fires across the US and Canada since 2016. 2025 closed with 448 incidents — above the previous record of 430 in 2024 and nearly 25% above the 360-incident annual average. The trend continued into 2026 with 25 incidents in January and 31 in February, the worst February in his dataset. And that is only what is publicly reported: Exponent, citing a 2024 National Waste & Recycling Association report, notes that more than 5,000 fires occur at materials recovery facilities each year. EPA's 2021 study 'An Analysis of Lithium-ion Battery Fires in Waste Management and Recycling' found that 78% of MRFs experiencing a lithium-ion fire had to call emergency responders, versus 40% of landfills, with MRFs also reporting the highest worker injury and monetary damage rates. One facility in Plano, Texas, cost more than $30 million to repair and reopen after a 2016 fire.
The Ignition Sources Have Changed
2025 年 12 月,NWRA、Recycled Materials Association(ReMA)与 Solid Waste Association of North America(SWANA)联合发布《Guide for Developing Lithium-Ion Battery Management Practices at Materials Recovery Facilities》,聚焦可疑电池的早期识别与隔离、以识别与响应为核心的员工培训、安全储存与搬运、针对锂电池火行为的应急预案,以及面向公众的投放教育。
The industry view has shifted from isolated incidents to systemic risk. In December 2025 the NWRA, the Recycled Materials Association (ReMA) and the Solid Waste Association of North America (SWANA) jointly published the 'Guide for Developing Lithium-Ion Battery Management Practices at Materials Recovery Facilities', focusing on early identification and isolation of suspect batteries, training centred on recognition and response, safe storage and handling, emergency planning that accounts for lithium-ion fire behaviour, and public education. Fogelman also describes a 'vape effect': disposable vaping devices combine lithium-ion cells with thin casings and casual disposal, and reported incidents rose about 26% from 2022 to 2025 against the 2016–2021 average. Beyond batteries, pressurised cylinders, aerosol cans, improperly discarded chemicals, hot loads from commercial generators and equipment sparks remain frequent ignition sources.
Housekeeping Is Not Cosmetic — It Governs Fire Spread
Across published fire-prevention practice, improved housekeeping sits alongside load screening and equipment maintenance as a core control, for a simple reason: cleaning removes fuel and interrupts spread paths. Concrete actions include keeping tipping floors clear, removing combustible dust, maintaining proper spacing between bales, and rotating stockpiles to prevent heat build-up. An under-rated detail is the paper, film and fine dust that accumulates around equipment and beneath conveyors: conveyor friction and overheated bearings are common ignition sources, and those are exactly the areas a hand broom reaches least and crews skip most often. Adding them to a fixed cleaning route costs far less than one line shutdown.
A Zone-by-Zone Cleaning Plan
Tipping floor: sweep at end of shift and before handover with a ride-on or walk-behind sweeper, prioritising wall lines and loader blind spots, with the goal of restoring a visually inspectable floor; a larger machine shortens floor occupancy. Sort-line aisles and under-equipment areas: daily industrial vacuuming of fines and debris rather than sweeping dust back onto the belt, plus cleaning of bearing housings and motor cooling surfaces during maintenance windows. Baling and finished-goods storage: weekly floor clearing with a bale-spacing check. Yard roads and tipping ramps: periodic sweeping with a large ride-on or road sweeper to remove combustible debris tracked in by vehicles. Shredding and screening areas carry the highest dust load; where combustible dust is present, complete a Dust Hazard Analysis under NFPA 652 first and let its conclusions set cleaning frequency and equipment protection level.
Equipment Selection: What Works and What Must Never Be Used
For sweeping, MRF and transfer-station floors are abrasion-resistant concrete carrying debris of widely varying size, so favour ride-on machines with large hoppers and impact-tolerant construction (mid-to-large units in the YLBA320 / YLBA5300 class) with automatic filter shaking for high dust loads; compact walk-behind machines cover narrow aisles and plant rooms. For fines and equipment surrounds, choose large-capacity industrial vacuums that accept pre-filter bags (YLBC110, YLBC030) to avoid constant bag changes. Sprayers can suppress dust and odour at tipping and shredder mouths (for example the YLCB136 pneumatic sprayer), improving visibility and reducing respirable exposure. The hard prohibitions: never use a general-purpose vacuum or sweeper on smoking, hot or visibly damaged batteries, aerosol cans or pressurised containers — those go into non-combustible isolation containers under the facility's procedure; and in combustible-dust areas use only explosion-protected equipment with grounded conductive hoses, because an ordinary industrial vacuum is itself an ignition source there.
Write Cleaning Into the Process: Patrols, Hot Spots, Records
The simplest way to tie housekeeping to fire prevention is to give cleaning staff a frontline observation role. Pre-shift checks should look for hot loads smoking or giving off unusual odours on the tipping floor; conveyors showing unexplained stoppages, burning smells or sparks; and bearings or motors running hot. Many facilities now include handheld infrared thermometers or thermal cameras in daily rounds to catch heat build-up before flames appear. Cleaning itself should leave a record — zone, time, material removed, anomalies found — which serves both as an insurance and compliance trail and as a feedback loop: repeated fine-dust accumulation at one point usually means an upstream leak or failed seal. Importantly, cleaning and operations staff should not be treated as the default first-response fire team unless fully trained and properly equipped.
Worker Safety Context: An Already High-Risk Sector
US Bureau of Labor Statistics data show about five injuries per 100 workers in solid waste collection, 2.8 at landfills and 5.8 at materials recovery facilities, against 2.3 across all private industry. In 2023, refuse and recyclable material collectors recorded 41.4 fatal injuries per 100,000 full-time workers, the fourth-deadliest occupation in the country. SWANA's senior director of public policy and communications, Kristyn Oldendorf, notes that many serious incidents stem from preventable behaviours or working conditions. That reframes equipment selection: ride-on visibility and reversing cameras, low sweeper noise so alarms and shouted warnings are audible, and fully sealed vacuum bodies that limit dust exposure all map directly onto safety outcomes.
